For over three decades, the aspiration of establishing a university in South San Diego County has remained unfulfilled. Despite past setbacks, the University Now Initiative (UNI), composed of Southwestern College, the City of Chula Vista and Assemblymember Alvarez, remains determined to turn this vision into reality.
This initiative responds to South San Diego County's increasing workforce development demands by leveraging Southwestern College's programs and partnerships with four-year universities. It aims to establish a new university to fulfill the pressing need for high-quality, accessible higher education locally and statewide, while also tackling educational inequities prevalent in communities of color.
Through dedicated efforts, 380 acres have been reserved for a University Innovation District, laying the groundwork for a potential four-year university.
Building upon years of planning and strategic land acquisition efforts, the initiative reached a significant milestone with the reservation of 380 acres for a University Innovation District. This visionary move secures the foundation for a transformative educational ecosystem, poised to shape the future of Chula Vista and beyond.
On September 25, 2023, the city celebrated the groundbreaking of the first phase of the University-Innovation District, marking the beginning of the UniverCity at Chula Vista. This groundbreaking event symbolized the commencement of a groundbreaking journey towards educational excellence and economic prosperity. The inaugural phase includes the construction of a state-of-the-art 168,000 square foot office building in the vibrant Millenia neighborhood.
Access to both educational and employment opportunities is crucial for students to not only succeed academically but also be able to support themselves during their time in college. For decades, our undocumented students have been denied this equitable educational experience. This unjust treatment must end and it’s time to do the right thing.
The Opportunity for All Act acknowledges this and would address the inequities faced by undocumented students in completing their degrees and supporting themselves financially while completing their education. This legislation ensures that all students, regardless of their immigration status, can contribute to and benefit from the state's rich educational and employment ecosystem, bolstering California's position as a leader in diversity, innovation, and opportunity.
This bill is not only addressing immediate educational and employment needs but is also contributing to the long-term success of students, empowering them to contribute effectively to society no matter their background.

Moreover, representatives have worked on efforts to establish California as the pioneer of a Universal Meal Program for students, ensuring no child goes hungry while pursuing education.
As the new Chairman for the Assembly Education Finance Committee, Assemblymember Alvarez has committed to securing funding levels and enacting necessary reforms. His focus remains steadfast on bringing our children back on track, ensuring they receive the education they need and deserve.
